Position Overview

Oxfam Novib Nigeria is seeking a MEAL Officer to join the EU-SOSAN Project in Birnin Kebbi, Kebbi State. This is a 12-month fixed-term contract with the possibility of renewal based on performance and budget. The MEAL Officer will play a vital role in monitoring, evaluation, accountability, and learning activities, ensuring data quality and supporting evidence-based decision-making to benefit smallholder farmers, especially women and youth.

  • Location: Birnin Kebbi, Kebbi State
  • Contract: Fixed-term, 12 months
  • Work Schedule: Full-time (40 hours/week)
  • Salary: Grade Level D1 – Annual Gross Salary ₦8,016,695
  • Start Date: July 1, 2026

  • Reporting to: Consortium Project Manager

Key Responsibilities

  • Develop and strengthen the MELSA system aligned with Oxfam standards
  • Implement monitoring frameworks and tools for quality data collection and reporting
  • Manage MELSA methodologies, indicator tracking, and reporting in project MIS
  • Review and improve data quality, reports, surveys, and evaluations
  • Support programme planning and learning meetings
  • Provide technical advice and conduct outcome harvesting
  • Build capacity of Oxfam staff and partners on MELSA and data management
  • Manage partner relations and ensure compliance with Oxfam policies
  • Establish and monitor complaints and response mechanisms (CRM)
  • Attend relevant meetings and represent Oxfam

Essential Qualifications and Experience

  • Bachelor’s degree in Statistics, Economics, Business Administration, or related field
  • Minimum 4 years’ experience in monitoring, evaluation, and learning, especially in donor-funded projects
  • Demonstrated skills in data management, statistical software (SPSS, STATA, Excel), and mobile data collection tools (ODK, Kobo Toolbox)
  • Ability to analyze complex data and communicate findings effectively
  • Experience working with partners and capacity-building
  • Knowledge of Nigeria’s socio-political context and development challenges
  • Commitment to Oxfam’s values and gender equality
